Frogs haven't made it there yet.

Species can't just pop up out of nowhere unlike volcanic islands which, in a way, do.

There is your short, sweet and 100% correct answer.

For a more in depth answer:
Frogs may be able to live there if they are introduced there. The frog species that is introduced will evolve over time to be better suited to the environment. For example if there are no predators of the frog it will not be come poisonous (or loose its poison if it was poisonous before) because it is an expensive adaptation to have when it warrants no benefit. It may change its colour to green if it was a brown species and there is no brown around but lots of green plants were around, this would enable it to hide better to capture prey.

The frogs would most likely to have been introduced to the volcanic island by humans because the frogs would not be able to get to the island due to the salt water of the ocean. Once on the island however it may be able to survive on freshwater rain.

Its the same reason why marsupials are only found in and around Australia; they simply haven't made it to other places in the world because they are stuck on islands.

Volcanic island is no problem at all for most frogs or amphibians. It's the salty sea water that they can't stand.Unless if the island is big enough like Hawaii or Borneo where they have their own fresh water resevoirs like lakes and rivers, they could probably exist.Small islands won't be a good habitat for frogs.

evolution has nothing to do with it. frogs needfresh water to survive. they couldn't get to the volcanis islands because they were surrounded by salt water which harms th frogs.

There are very few frogs that tolerate salt water. They tend not to migrate to new islands.
