No they work with water flow.The pressure of the water being put into the tank which is overflow creates direction for water to travel down and below the toilet to the sewer line which in turn releases to a main line to drain away from your house all the while the flush is going on water is coming in and filling your tank under pressure until the line is turned off by a tower in your toilet tank to a certain level

if you have a well, like we do, then you probably have an electric pump to be able to get water into the toilet.
so if the power goes out then you only have so many flushes, depending on how big your water holding tank is!
