Basically it needs more light and ventilation. Turn it over well (perhaps renting a small rototiller) and let it dry.
Compost Tea is a nutritionally rich, well-balanced, organic supplement made by steeping aged compost in water.
It can be used as a root and/or foliar feed. It is also noted for its ability to control various plant diseases, blights, molds, wilts, etc. when used as a foliar spray.

If your garden soil has gone mouldy then your soil has gone sour. You will have to liven it up again.
Scrape the mould from the ground and put it in the compost bin.
Turn your soil and dig in a mixture of blood and bone fertilizer and potash. That will liven the soil and you will be able to grow almost anything... and no mould!
