For example:
"Am I annoying?"
"Do you think you are annoying?"
"Am being annoying right now by asking"
"Well, do I look annoyed?"

I had an entire conversation with someone like this at school the other day. It was horrible and now I need to know the answer. I use to know but I forgot and now it's driving me crazy!

Well, I do not know a technical term. However, when a person answers your question with another question, they are avoiding your question. They are being evasive. Most of the time, it is because they do not want to give you an answer because either they want to read your feelings first and just agree, or they are avoding the question because you have asked them something that they are not willing to address out of guilt. In the example that you give, the guilt factor is irrelevant. However, the same evasive attitude applies when you ask some one a question and they answer with an accusational question so the focus will be on your attempt to defend yourself, whether you have a clue what they are attempting to question you about or not. This is an attempt to make you lose your train of thought and put you on the defensive side rather than the questioning side. This is also frustrating and it is in the same category as you example.
