Remove the retaining bolt and replace the tensioner. You can release the tension first by using a flex handle or long handled ratchet to push the tensioner assembly back nd allow the belt to disengage the pulley. But WATCH YOUR FINGERS, and pay attention to the position of the belt over the pulleys so that you can re-thread it correctly again when your done.
