The statistics in #1 answer give us a hint, although it is hard to imagine Finland being higher than the US. One serious aspect is what type of crime? Petty or violent? I am not sure of the statistics but as an anecdotal observation, I feel easier and safer walking the streets in Europe's megacities than in America's.
