Yes, Hitler ordered a lot of killing. But he didn't do it as a "single man"; he relied on a lot of people to do the dirty work.

Audie Murphy is credited with over 250 on his own. Other then that it is hard to say. I doubt Bush killed anyone, nor did Stalin, or Hitler. Sadaam is credited with shooting his cousin in a cabinet meeting.
