1) Sure-bet method: Sandblast it off. Hire a professional with equipment.
2) Okay method: Rent a pressured steam machine and work at it, using brillo-type-pads for paint removal (you can find them at the hardware store for this purpose) on a big hand grinding tool, like by Milwaukee Electric. Lots of work.
3) Not-so-good-method: Bring a 55 gallon bucket of paint stripper and prepare for a Hazmat situation, and maybe a new Superfund site.

It depends on how much brick surface needs to be cleaned. For a small area, go with paint stripper and use patience. Paint thinner is a joke.

Chemical cleaners would tension the paint into the brick.
