Can the plumber just register with the Texas Plumbing board and work as a plumber i.e are their qualifications recognised?

Most states don't recognize each other's licensed contractors much less a foreign one. It comes down to money and unions. The individual state governments want their cut of licensing fees and the unions don't want any uppity non-union workers in thier areas.

There is a solution though. Given the shortage of skilled tradesmen it shouldn't be hard for you to get a job working for someone under their license until you qualify for your own.

I was offered a job in Australia doing construction supervising as I heard there is a shortage. They were even going to pay relocation expenses for me. I'd check there unless there's a problem.

No, fully qualified Craftsman Plumbers are forbidden to work in the United States, specifically if they are from New Zealand. This is due to Title VIII, United States Code Section 4.13.41A-B. Fully qualified Craftsman Plumbers are also forbidden to enter the North American continent and cannot fish on international waters bordering the equator.
