Go with a pre-paid plan and an unlocked phone.

AT&T, T-Mobile, Sprint, and Verizon are the four nation-wide networks in the US today. All four sell spare network capacity to MVNOs, which go by the names Virgin Mobile, Cricket, Boost, Net10, PagePlus, Metro PCS, and a dozen other brand names. Buying pre-paid service from an MVNO is almost always a better value than buying service service from one of the big four networks.

See the Bills.com blog article mentioned in the Source(s) below to learn more about how to find cheap cell phone service through an MVNO. The article includes a list of popular MVNOs for each cell phone technology. The nice thing about going prepaid is you can experiment with different plans. You can start with a plan that offers few minutes and a lot of data, but if that doesn't match your use, you can switch to something with more minutes and less data.
