Thats pretty good. I use a GS calling card to call the US and the cheapest costs me NTD1 per minute i.e. USD0.03

That's cheap. A lot of international calls cost much more than two cents a minute.

not even close, it will cost more depending what telephone company you are using or what type of phone card

use skype and do it free (assuming your friend also has a computer handy to download it)
