A peninsula is surround on 3 sides by water. If you look at a map of New Jersey, you'll notice that the southern part of the state *is* surrounded by water on 3 sides, so you can consider southern NJ a peninsula.

New Jersey would not qualify as a "peninsula", according to most definitions of the word.
The common definition is : pen·in·su·la (plural pen·in·su·las)

Since the State of New Jersey does not appreciably "project" into a single body of water ( The Atlantic Ocean), nor does it jut out from the mainland into a body of water, it would not properly be considered a "peninsula".
New Jersey is separated on the West from the mainland by the Delaware River, and on the East by the Hudson River, not by the Atlantic. The north of the state would not qualify as an "isthmus", because it is too large a piece of land. In no way would it be said that this is "almost" "an island" .

Ok so I got that one from a New Yorker with personality problems.
The fastest way is to look at the map, a topographical map would be the best, Yahoo has good links to map sites.
If it looks like an elongated island with one part attached to land and ocean or lake between the long part and the nearest land, then yes.
Another fast comparison, with your trusty map in front of you, (online and onscreen is fastest) roll all your fingers into a fist, leave your pinky pointed out, turn your hand down and see if it looks like that.
But the only way you will find out is to look at a map. People will give you every kind of answer you would have a lot of trouble believing.
And you would probably be right.
