I bought a chromatic tuner for my electric bass guitar.
How many Hz should I set it to for proper tuning? It has a span from about 400 to 480

Various bands use various tunings. In pop, 440Hz is a sort-of standard, but in classical and in some "artistic" pop genres you'll find 442 to be common, too.
