The guy was blind with x-ray eyes and his name was Dr. Donovan. It was on Creature Feature back in the day? I know Dr. Donovan killed people when he took off his glasses. Does anyone know the name and have this movie?

Yes. This is "X--The Man with X-Ray Eyes", starring Ray Milland. It was one of the b-movie science fiction films created by Roger Corman in 1963. Not a great film, but fun for a Saturday afternoon matinee, or a drive-in movie theater of that era. Milland (who won an Academy Award Oscar for Best Actor for "Lost Weekend") has surely fallen a great distance to be caught in this potboiler with a single plot "hook" of x-ray vision.
