did they ask you if you had a collection and you lied? if not it shouldn't depending on what type of job you applied for. you can always explain the situation that made the collection occur, getting a little creative with the details about how it was a mistake or not your fault or your grannies loan you got in your name. i do think it might be a problem if you are applying at the police department.

It shouldn't. Depends on what they're looking for. When I was hired for my current job, I had never gone through a background check before so I was paranoid about what they would find since I haven't had the best credit history and such. But they didn't take that into consideration that I was aware of afterwards.

Only if the background check included a credit check.

Probably won't show up in the background check but if they also check your credit report then it could be a problem.

Not unless you're applying to be a bank manager....
Mostly, employers are looking for major things, like if you've broken the law, or you have a suspicious history.
A little debt won't matter. Everyone is in debt.
(I used to work in a cash office, and the company had to check my credit.)
