If you look at the details you'd see that people declared war on him and he would strike faster than they did.

One thing you must remember is that Napoleon eventually was overcome by his enemies, thus everything we read is through the eyes of the winners, namely Britain. People rarely see through the propaganda. He was the most intelligent, daring, and capable man of his age. People call him corrupt, but look at King George III, Tzar Alexander I, or even Pope Pius VII; they were very corrupt, power-hungry men who were far worse men and leaders than Napoleon.
