This is all to do with teaching of way of "being" a better person. It litterally means that it is nicer to offer (something to someone) rather than receive (something from someone).
Obviously implying here that you should feel better about yourself as a generous person and that sometimes the pleasure of offering something to someone brings more to your soul than just receiving something.
