It depends on the level of the person you're calling.
Secrataries, HR, and office staff usually don't get in until 9:00
If you're talking to anybody with an important job, they'll usually be in the office by 7:30, most of the time earlier. I'd call a little before 8:00 that'll give them time to get coffee, finish their daily plans and just be starting on their nornmal day.

Judging by your question's category, I'm presuming that you've been asked to return a phone call following a job interview. If this is the case, I would call around 9:30 am ... this would give the hiring decision maker enough time to arrive at work, grab the morning cup of coffee and settle in at his/her desk. You don't want to call too early (somebody just arriving at work may still be half asleep or stressed from the morning commute) nor delay this too long ... calling earlier rather than later demonstrates enthusiasm and interest in the job.

Depends if the person is at work or not. If they are at home, I would call about 9:30 or 10:00am. Give them time to get out of bed.

If I think it may be important I call between 6+9 am. Other wise I wait for the caller to call back.
