There can be no laws determining the ordination of ministers as the government cannot make any laws with respect to religion (1st Amendment). It would be up to your individual church or religion to tell you what the rules for ordination are in your faith.

I don't think you will. Ministers and ordination isn't regulated by the state. Each church, or religion, handles those issues.
