nonproliferation is the opposite of proliferation, which is the spread or increase of something. when someone is not specific as to what is being not proliferated, they are usually referring to nuclear weapons. there are many nonproliferation treaties between different nuclear nations, agreeing to slowly destroy their stores of nuclear weapons and not to build anymore. sometimes nonproliferation can just be an agreement not to increase one's nuclear stockpiles, or sometimes nonproliferation can be agreements between non-nuclear nations not to develop nuclear technologies.

traditionally, non-proliferation treaties are worth slightly less than the paper they are written on, since when the fit hits the shan, nations will preserve themselves at all costs and no one can hold another country to a nonproliferation treaty except by force, and if you already violated the nonproliferation treaty, nobody really wants to mess with you.

Non-proliferation means to not continue something. When the term is used regarding nuclear weapons, it means not building any more nuclear weapons. One thing to note however, is that while non-proliferation agreements do stop the increase in the amount of nuclear weapons, they do not necessarily require the destruction of any nuclear weapons. This also shows why it is very easy for nations like the United States or Russia to sign and promote non-proliferation agreements, as they have all the nuclear weapons they need already.
