genetics play a part in personality as that affects things like tendency to get severe depression as that is affected by body chemical levels which may be hereditary, but that's not generally racial or cultural, though that may be affected by things like toxins in the geographical are which affect the entire society.
a person's values, perceptions etc are heavily dependent on the community around them.

a nature vs. nurture question? I've spent like abillion months and year and who knows researching this and writing essays for various classes. It's been going on for so long (the debate I mean), and honestly the answer is both, some things are inherited, somet things you learn, and some things are a result of your environment and genes ex. personality

That depends. If you are talking about people being gay that is not conditioned that's just who they are but if you're talking about racism that is without a doubt taught to them. Not one baby is born a racist but having them as parents can sure make them one.
