Bob Irsay repeated claimed he would not move the team, then he snuck them out in the middle of the night. He took with them the name and the legacy. Decades of heritage went out the door. The Colts were a hometown team from a blue collar town that was actually a part of the town (the players lived and worked by the stadium in the earlier days.) Alot of people never got over that. I probably wouldn't have either if I wasn't 1 year old when they left.
Legend has it the mother of the guy who owned the Mayflower fleet that moved the team out of town stopped speaking to her son once she found out the role he played in the Colt's departure.
Also, to everyone who says that we did the same the to Cleveland, get real. They knew their team was leaving and we even fought to let them keep their name/identity because we knew how it felt.

The Indianapolis Colts used to be the Balitmore Colts. When they moved in the early 1980's, they did not change thier name. Many Baltimore football fans believe that the name "Colts" should have been reserved for a football team that plays in Baltimore.

The real answer is because THE WHOLE TEAM moved to Indianapolis, meaning that so did the Super Bowl trophy that was won by the Baltimore Colts.
The whole city is bitter because they feel that the trophy was stolen.
Think about it like this, lets say that you and your brother pitched in money to buy a new game station. You brother moves away for college and takes it with him. It makes you feel like you have been cheated on something that you helped get.
The residents of Baltimore feel like Indianapolis took their high powered team and a Super Bowl Trophy.

Baltimore used to have a team. They were called the Colts. The Colts moved to Indianapolis. Hence, the rivalry.

Unrequited love. See the movie Diner, with Kevin Bacon, set in Baltimore in the 50s where one of the characters would not marry his girlfriend until she could answer a Colts trivia test.

Clevelanders are bitter too about the Ravens as Art Model cut a back-stabbing deal to hijack the Browns to Baltimore.
