He's merely having swim bladder problems, and if given a chance, he is VERY likely to survive.

Almost all fish have an organ called a swim bladder that controls how they float and sink in the water. When something goes wrong with it, it inhibits your fish's ability to do this properly. Some fish sink to the bottom and have trouble getting up, and others float on top and can't seem to get back down.

The cause of swim bladder disorders is usually from overfeeding. Fast your goldfish for a few days (don't feed him at all), and if you still don't see any improvement, feed him a bit of cooked, peeled pea (a natural fish laxative). Continue with a few days of fasting (trust me, your fish won't starve), followed by some pea until the problem improves (and it usually does).

In the future, make sure you don't feed him more than a tiny pinch of flakes once or twice a day. Fish don't have a sense that tells them when they're full, so they will keep eating as long as you keep feeding and can easily become engorged and constipated and can develop swim bladder disorders.

EDIT:

longcoolworm, leaving the light on is not a good idea. Like people, fish need cycles of day and night to sleep. Leaving a light on all the time is not only stressful for them, but is very confusing for their biological clocks. Your best bet is to turn on their lights when you wake up in the morning (unless it's still dark when you get up, in which case wait until dawn) until dusk when the sun starts going down.

Your best bet would be to call the place that you bought from and ask them.
This can happen if bowl or tank is filled with fresh water and then fish is put back in to soon. New water should sit out for at least 12hrs and then changed. You did not mention if its a tank or a bowl. If you have a tank? Light should be on at all times. Alot of people turn off light at night on their tanks and fine that there fish have changed colour in the morning. Light has to be on at all times.

I had a goldfish that did that..drain out half the water..replace it. My fish recovered. The water may be toxic

He didn't swallow water. Very few fish actually do that, actually...he has a swollen bladder. I'm afraid he is probably beyond help by now...

awww...my goldfish use to do that!!! it was sad! and we went to the vet and they said to get a filter(if you have one already...clean it!) clean out the rocks, clean out the tank, put some special fish drops in the water and get a bigger tank!!! i did this and he stopped doing that!! until he passed away..it was so sad...he was my only fishy:(

give him some H20 it should heal him. like physically push him under the water.
