Why is it that the President can make a decision send more troops to Iraq, but congress disagrees, but the only thing congress can do is make a suggestion.

Not only that, but the President did consult Congress first. Congress gave permission to the President. Once permission is given, they can't just be like, "Oh, I'm sorry, we changed our minds now."

Just so you know how it works, the President cannot declare war, Congress declares war, the President executes the order. The President asks Congress, just like FDR did. In addition, Bush got the go ahead from the UN as well as many countries when he first went in. Do you really think Bush was able to trick THAT many people?

Congress can't keep the president from sending over more troops, but they can deny him the funding to support them.

The dems are between a rock and a hard place. If the president does send more troops over and congress holds back funding they'll be withholding funding for the troops. Which is something they said they would not do.

Whatever decision Bush makes a lot of people are going to be very angry with him, on both sides of the aisle.

It's called checks and balances. Do you think it is the President playing politics with the troops by sending more there (a widely unpopular move), or the democrats in congress opposing it who are playing politics?

The congress does have power; they can choose not to appropriate the necessary funding for the troops surge. Which would make me happy, because then they'd be doomed to become the modern day Whig party. Not that the Republicans are much better.

They can, the President only has so much authority. Unfortunately, this President thinks that he has more than what is granted to him by the Constitution.

They can overruled him if they really WANT to !! It is called IMPEACHMENT !
