I am a salesman for Honda. Definitely the NGV is better for environment. Even though the Insight is really low in emissions, still uses some regular gas, where the NGV doesn't. It uses, as the name says, Natural Gas. In terms of gas the Insight is better. Why? Just think about how far YOU live from the nearest NG station. Now, is you are thinking about buying one, and if you have a NG station close by, and you don't plan to travel far, I recommend the NGV, because they don't even make the Insight anymore. However, honestly, if you are thinking about buying a car, your best option is a Civic Hybrid. Is, right now, the best option: clean, efficient, as normal to use as a regular car, and very stylish, besides, is only about $22,000, a lot better then the other two options. It gives you 49-51 mpg city-highway, and is ultra low in emissions, in 2006 the civics were the car of the year by Motor-Trend. At least take a look at it.

A NGV runs on CNG (compressed natural gas) which is not available in all areas. You could be stranded if you run out.
The Insight is my favorite hybrid but they are very small and cannot carry much weight.
I am looking into a Prius or Honda Civic Hybrid.
There are several web sights with good info on hybrids.

The Honda insight would be my choice as you will be getting approximately 60-70 miles per gallon. The Insight has the best drag coeficient .25
A all aluminum body for weight reduction, skirted to reduce wind and air turbulence around the wheelhousing and tires.
Be warned hybrids are fairly new and with the newness there comes the high cost for repairs as it is electric and gas. It is not for a backyard mechanic.

The difference in the price of the hybrid vs non hybrid models is usually greater than the amount of money you could save at the pump over the life of the car especially if you are talking about a car with high mpg's anyway. The longevity and reliability of hybrids is not that of regular cars yet either.

I would go with the Civic NGV because it looks way better. Better gas millage, and less pollution.
