OK I've got the answer@#@#@#
If you buy ten hot dogs the likelihood of you munching a couple without a bun is very great...but how likely are you to munch a bun without the dog?????????????????????
So if you have 20 hot dogs and 16 buns, how many hot dogs will you eat without a bun?????????? and if you're having a cook-out, how many parties have more than 16 people???
Someone figured this out a long time ago....apparently we Americans are stuck at 16 for our guest list!!!!!!!!!!!!!

I have seen 8 and 16 packs of hot dogs and buns. Never 12
EDITED TO ADD:
I think I figured it out!! Buns go bad before the hotdogs do. So, unless you are going to eat all the hotdogs in one sitting you would probably want less buns so the do not get moldy!!

Because there are always two picky people that dont like buns with their hot dogs or because the third time is a charm and you end up blowing 2 of the hot dogs up when over heating them.

Because, people like me invaribly, have to eat a plain hot dog right out of the package now and then. This way you don't have extra buns....OR....when you have bought 4 packages of hotdogs and 5 packages of buns, you'll finally come out even.

it is a conspiracy between the hot dog manufacturers and the bun manufacturers to buy more of each until you have an even number
actually it doesn't matter though because my kids just dunk the weiner in ketchup without the buns and i usually have more buns

dude this question is so ironic it came up in my social class. btw it's 12 dogs in a pack, but i think the bun company does it for greed. make more money it may also be something to do with size.

Because one usually falls on the ground and the other gets eaten by someone that does not want a bun!
