I did a search for"costume wing instructions" and quite a few sites showed up, too many to mention here. If you do the same, I'm sure you'll find what you want.

I actually used to have a pair of grey fairy wings, until we gave them to Good Will on our last clutter reduction pass. I got them at Party City. They just strapped on with a couple elastic straps.
I had gotten them and a size-too-small wife-beater shirt to make a halloween costume for myself, but it fell through. Couldn't find a decent fake cigar.

take some aluminum wire.... shape it to the wing size you want... make 2 for butterfly or fairy wings..then take some elastic stockings... any color will do... insert the wire wing into the stocking, then tie it to the base... then take the other wing and do the same procedure... tie the two wings up and secure using wire covered with stockings... sew on 2 garters approximately 8" each to the base so you can wear the wings like a back pack,,,, then take some spray paint and glitters or whatever you like to decorate your wings...
i hope you can understand my instructions...

Make a harness out of an old bra and hook coat hangers into it so they part that hangs on the rail in the closet is hooked under the back of the bra with the rest of the hanger in a vertical position. Then drape paper, cutup nylons, feathery scarfs or whatever you want off the coat hangers.
