Well, on my softball pants....lol, there is a strap that is connected to the bottom of the pant leg and it slips on my feet, like a stirrup, and is worn inside my cleats. This strap is to keep the pants from riding up, especially when you are sliding. This keeps the padded area over the knees for better protection. Plus, it looks cool.

You have already been given part of the answer; now I'll tell you where to get them like you asked in a later question, as well as one more thing.
Simply go to a sporting goods store of your choice, and ask the people there to help you find two things, not one: Ask for SANITARY HOSE, which are the long, white sox that go under the stirrups, and the stirrups themselves. Back in the day when I played (70s) the stirrups were of course quite visible; the bottom part of the leg of the pants usually was just worn under the knee. The strategy back then was that if you made the end of the pants visible there, it would sort of help the umpire call the low strike better. Too low, (like down around the ankles) and the poor, blind guy behind the plate might get confused and call a very low pitch that should be called a ball strike because it was more difficult to discern where the knees were. It was simple logic, but most umpires were simple, anyway....Now, guys wear their pants like pajamas, so it doesn't matter.
BTW: you might have better luck locating sanitary hose in a sporting goods store. I went to a store once that had some sporting goods along with a bunch of other stuff and asked one of the workers where the sanitary hose were. He sent me to the gardening supply section!

Actually if you cut a hole in the elastic around the bottom of your pants. You can use the elastic as a strap that will keep the pants pulled down. That is probably what you are talking about.

Knee length is good on some and long is good on others......knee length looks pretty cool but long is more the norm and i like it a little better just because its more practical especially while sliding.......if you slide, you don't want to run the risk of you knee length pants going even higher and hurting.....i could be wrong but i think that would happen more with knee length pants
