They don't... in fact they usually howl at dusk or dawn and the moon has nothing to do with it... they howl to gather the pack together, reinforce the family bond and prepare for hunting. Howling is a form of communication... therefore wolves only howl at other wolves.

They don't howl at the moon- they are usually just communicating with eachother- finding out where all members of the pack are- or sometimes they just want to have a good time howling as a pack- pups yipping and everything. Most wolf howls I have heard have been during the day, actually.
