a zoo loacted in a cold area like illinois...

If they cannot survive in the cold at all, they are transfered. Otherwise, there are indoor cages for most of them.
Polar bears and penguins stay outside though.

Well, it depends on the species of animals. Many animals are taken off exhibit during the winter time and moved to behind the scenes indoor enclosures because they are suited for warm climates. Other animals that are used to cold weather (like polar bears, wolves, etc) stay outside in their exhibits, but may have access to an indoor enclosure.

there might be a temperature maintenance in the zoo or that th animals are move to other available zoos and return them back after winter

They stay at that same zoo most of the time. Sometimes they will transfer them to others too.

STAY AT THE ZOO BUT WITH HEATING AND DIFFERENT SLEEPING ARRANGEMENTS TO KEEP THEM WARM APART FROM THE BEARS AND OTHER ANIMALS THAT DOESN'T MIND THE COLD

They go indoors except for the Polar Bears and other northern beasts.
