Definitely.
I work with juvenile offenders and even some of them can't be reformed and they are under 18. Many to most adult sex offenders cannot be reformed.
At LEAST 70% of offenders will reoffend within 5 years.
Many have absolutely NO internalized empathy, which means they may understand that what they have done is illegal, but they do not care or feel anything about others' feelings. We use a very intensive program to try to get them to feel empathy.
Ones that can feel empathy May be reformed. Ones that do not feel empathy for their victims will never be reformed. This is a form of narcisism and a form of sociopath or anti social personality disorder. (this is found in nearly all serial killers too.)

Yes, it is called Sociopathology. Sometimes it starts in the early years with what is called ODD (Oppositional Dysfunction Disorder). If you catch a child in the early years, this temperament can be redirected.
Adrian Raine studied 1300 children from birth to late teens and early 20s. He discovered that children with sociopathic tendencies have slower heartrates and lower body temperatures. So a physio-psychologist would determine that hormonal dysfunctions can be altered to modify behavior.
Today, you will find most people that have sociopathic tendencies in Gangs or as gang leaders. Repeat offenders are often sociopathic (which is the reason that I support the 3 strikes rule).
Modification of such behaviors is hard, because the behaviors have been preconditioned, conditioned, and reinforced over a lifetime. For instance, a child that likes to torture small animals as a child will eventually get bored with small animals and move onto larger animals. A lifetime of behavior creates absolute habits.

I believe that there are many criminals who cannot be reformed. IN any research I have read and from personally knowing a couple--Paedophiles cannot be cured.If you are a psychopath--no cure. Sadist--no cure.If you are capable of committing a heinous act against any human or living thing there is obviously something wrong in your wiring and there fore no cure.Cannot be reformed.Once a sicko always a sicko.

Yes. Many criminals who are insane cannot grasp the concept that what they are doin is wrong. However, I believe every sane criminal can be reformed.

Yep, I don't believe that pedophiles, rapists or serial murderers can be refomed. They have some serious wiring issues and their sense of right and wrong is skewed.
