Racial quotas are wrong morally. It is reverse discrimination plus, passing up quality for quantity.
Who would you rather have as a EMT, Fireman or Police Officer. A person who can hardly pass a test or a person who can apply and function?
Regardless of race, only the best should be hired.

The law allows people to vote for the candidates of their choice. There are no racial quotas mandated by law, nor should there be. It would violate the equal protection clause.

Rather than worrying about "Racial Quotas", why don't you consider the bogus aspect of a representative deciding to be a reverse racist and trying to help and promote his group rather than the country that is based on Individuals rights and freedoms like all the other reps do!
Or would you really prefer the "White" Reps act like the majority they are and promote Whites?-ONLY!

Because they are elected officials - not hired by a company. As long as the people elect them, they don't have to follow the same quota laws that private companies have to.

USA law does not require nor maintain any quotas... you are confusing things like Affirmative Action that simply attempts to 'persuade' equality. Quotas were declared unconstitutional years ago.

I don't know what you are asking, but the Congress is made up of elected officials, and electing (or hiring in other fields) any person based upon race is discrimination.
