You can hire any attorney you want to pay for. If you can't afford an attorney, and you are unhappy with the Public Defender assigned, you can petition the court for a new one if you can show cause.

I'm not sure you can; tax payers are footing your legal bill. However, you could report them to the Bar Association if they are not doing a good job/professional job.
