With Office applications, when you either start with a blank document or create a blank document somewhere within an application, you're not actually creating a truly new, non-existent, file. Instead, you're opening a built-in template called "Normal.dot" which contains the default or preferred document settings (fonts, formatting, styles, toolbar customizations, and so on). Since "Normal.dot" is a standard file that can easily be infected by a virus, most anti-virus programs will routinely scan it (in other words, you probably shouldn't turn off this procedure).
Having said that, this file (Normal.dot) should not significantly delay an anti-virus program since it typically contains only the most basic info. Are you certain the slowdown is not caused by something else? Restart your computer (to clear Office out of memory entirely), turn off the anti-virus program, and then start your Office application. If the delay is the same, it is not related to the anti-virus software. If the delay is less, consider another anti-virus option.

I used AVG Free edition for years and recently upgraded to the paid version. It doesn't impact my system nearly as much as Symantec and McAfee. I'm running on XP, now at SP2 and I use Microsoft Office 2003 without any problem. Even though you're creating a new file, remember that Word opens the Normal.DOT.
"Normal.dot is one of the most important files in Microsoft Word. It is the master template from which all word documents are created. It determines the margin defaults as well as the layout of the text and font defaults." (1)
In the AVG Resident Shield advanced settings, you could change the "do*" specification for scanned extensions to "doc" which would cause AVG NOT to scan the .dot files, but that makes your system more vulnerable to virus attacks.
I would recommend just waiting the 10 seconds or so and let AVG do it's job.

new doc or not it will scan , its for your protection as you don't want some virus hiding in the program. you can turn off by putting the program as exceptions in the settings and it will not scan the selected program. ( not recommended )
