Okay, step one is you have to get into the industry. Subscribe to websites (like www.modelarcade.com) and they can help keep you up on what's expected.
Find out about contests, auditions, and anything else going on in your neighborhood. Get your face out there as much as possible.
Next, you have to make a portfolio of photos of yourself. Don't get sucked into spending a fortune on this. Find a local photogtapher (in the yellow pages) who does this, and get yourself a deal.
Send the portfolio (and a resume, if you've won anything) to agents, and if they like you, they'll call you back. Every step of the way, get advice, either from a forum like this, or some smart friends, to make sure the deals are going fair. Agents can rip you off, too.

Send pictures to agencies and me, preferably a portfolio, but if you have an "interesting" enough look a picture should suffice.

Get a portfolio made up and send it to the agencies.
Either that or pray to god almighty that you are "discovered" while walking down the street.
