try domains.aol.com. Can you register your own top level domain (yoursite.com). Right now you can only use the domain for email, but they plan to expand it to include web hosting at some point. It is free ... but I'm guessing there will be ads incorporated into something to make some bucks for AOL.
I registered a TLD (www.discountbaseballcards.net) and am sitting on it until AOL adds the web hosting functionality.

Ignore the above two answers.
The short answer to your question is no. The reason is the rule of TAANSTAFL. Someone would still have to pay the electrical bill. You must ask yourself under what circumstances would someone pay that electrical bill for you. Anything from a zillion ads to the guy is a close friend of yours, but only then MIGHT you get a domain name without paying money--that is, someone else paying for it instead.

if you mean a .com or .net the answer is no. but there are many sites that have close to domain names like co.nr or .tk ending but thats about it. to get them go to freedomain.co.nr or www.dot.tk

dot.tk are giving free domainname.tk [there is some [popup ads]
co.nr doesn't have popups and you are required to put a link back to them.
