But you do need a lot up up front capital.
You need to build a restaurant or rent one, maybe you have to buy appliances, you have to get a business license, deal with health inspectors, And the regulations are endless, You have to be able to cook well, because that is the only way your restaurant can make it.
The probability of Failure is about 90%, Just because you don't have enough money, to get the restaurant, hire the staff, buy the food and last long enough to be a success.

You do not need a degree to open a restaurant, if that were true there would be no restaurants. You do need lots of cash, commitment to hard work, a great chef, decent decor, nice wait-staff and fantastic food.

You don't need a degree, but you really need to know what you are doing. Most restaurants don't survive the first year.

I agree with everyone else, and I'd like to add that you will probably need a business license as well as a business plan.
