They can survive as long as their gills stay wet and the body does not dry to the point that the slime coat is destroyed.
I have had fish jump out of a tank and be on the floor for as long as 20 minutes before I found them. That is about the limit in my experience.
Once the slime coat has been damaged, the fish may live, but will be susceptible to disease and parasites because the slime coat is a natural barrier to germs and things.
A betta may be able to last a little longer due to its' ability to extract oxygen from the air.

Less than 2 minutes at most? But maybe those algae eaters will last longer. They're tough. So maybe it depends on the fish. For guppies, less than 2 minutes I'm guessing.
