One time I was at college and I was getting bored so I brought my cell phone jammer. I found out that most people had real conversations but then I was following this one girl out to her car (she didn't notice me) and, even after repeatedly jamming her device, found out that she still kept talking as if there was another person on the other line. Can someone explain why people do this?

No, I've never done this, but I swear I've seen people doing it. I'll be walking behind them on my way to class and they will just hold the phone to their ear for a really long-time without saying anything and it seems way too long to be a voicemail and if they have someone that is talking that much, I would think they should just hang up.
People do it to try to look like they are popular, I guess.
In your case, maybe the girl DID notice you and thought you were creepy so she pretended to talk on the phone thinking that would keep you from jumping her?

no i dont have a cell phone she did it to make you think that she had some on on the line she noticed you thats why she kept talking
