Does creating an enviroment in which a disaster has the potential to happen as well as not happen necessarily make the creator the one to blame if something happens within this enviroment? Even if the disaster is caused by a second party with their own free will in tact?

Does supporting a Government in which people are able to create laws that allow people to own guns make every citizen responsible for murders? The same could be said for abortion and any other action.

Since I can't control the behavior of others, no. I also can't control the country's or even city's environment. I can't even get my kids to listen to me.

Yes but there is so much Good in the world I should be credited for also... I believe everyone to be responsible for what happens in this world but we are different people then we were in the past so dont be such a hard judge of the people. We all try to do our best with the life we have been given. I'm a great supporter of Grand Unified Chaos Theory something that would support your claim.

The person having the abortion is directly responsible for the abortion.
There is a secondary responsibility belonging to people who pass laws making abortion on demand legal.
There is a tertiary responsibility belonging to people who support people who make those laws.

The person who shoots someone to death is directly responsible for the death of that person.
The person who allows that person to escape justice due to passing lenient laws for killers has a secondary responsibility.
The people vote for legislators who pass laws that are lenient on murderers have a tertiary responsibility.
