upper quart=27

If there are 16 numbers, then

* the 8th and 9th numbers must average to get the median
* the 4th and 5th numbers must average to get the lower quartile
* the 12th and 13th numbers must average to get the upper quartile.

1) One set that should work is:

10 11 12 13 13 15 16 18 20 22 23 25 29 31 33 38

2) One set that should work is:

106 112 120 120 128 135 136 139 161 161 161 161 163 177 182 193

There are lots of answers, as long as you make sure you use the rules above and you start with the min and end with the max.
