Let's look at this saying from an objective point of view. If you see a penny on the floor and you pick it up, then it wasn't yours to begin with... hence, doesn't that mean you stole the penny from someone who lost it? Shouldn't you return it to it's rightful owner?

No, this isn't supposed to be a joke. I'm just EXTREMELY bored!

Beings that you'll probably never get to read my whole answer because you are so extremely bored...
Lets see... so the penny was owned, the penny was lost, the penny was picked up by another person who was not the owner, penny owned again. The new owner gives no attempt to go to the police and let them hold it beings that the owner would check there to retrive his lost money. So previous owner also makes no attempt to put up flyers or a reward poster for the return of the penny. So then, that leaves up with two points:
*New owner has/had not attempted or exhausted every or any option to return the penny
*Previous owner has/had not attempted or exhausted every or any option to retrieve the penny
So... you ask... is the conclusion or point to all this... why yes mam.... i have come up with one, although, im pretty sure its been used before: Lets call it "See a penny pick it up, then all day you'll have good luck?" In other words, Finders Keepers, losers weepers
Translation: Either pick the freakin penny up or keep on walking, and dont look back...
(yes, i am extremely bored to, as you can see my drawn out analysis of this situation)
Its not a question of stealing, its a question of effort

Anyone picking a penny up whilst working,thinking that then one will have good luck all day long,and then getting disappointed by not having that , is: 1. Superstitious 2. Ignorant of the Good Luck that HE HAS WORK and that He CAN Work!

no. it's lost so it has no rightful owner. the penny itself is good luck because it's found money! (I'm guessing back in the day a penny was worth something) so it's also a token of luck.

but there should be another saying for the person who lost it: "drop a penny on the floor, your luck for the day will be no more!"

Let's examine your thought. If you pick up a penny you are picking up a piece of metal that has been in many hands. This time of year it is safe to assume that atleast one of those hands contained germs, maybe deadly germs. The floor from which you picked it up may also be germ infested.

That being said do you really think you'll have good luck??? I think not!

If someone lost it, then you are not stealing. Also, how could anybody prove that it was their penny? I doubt their name would be on it. Not to mention, I doubt anyone would go out of their way to find a penny that they had lost unless it was a rare penny and worth a lot of money. Even then, proof would be pretty difficult.

No, If someone dropped it then if you find it it is yours because 'finders keepers losers weepers'. Plus there are millions and billions of pennies, how are you going to give the exact penny back to the exact person, it's easier just to keep it as a lucky charm.

I purposefully flick my pennies on the ground in poor areas. The reason? Everyone has a chance so I figure I could help them find it.

again, i am going back to bordom and answering this question in a childish manner. FINDERS KEEPERS LOSERS WEEPERS!
unless its a million dollar penny, i dont think they'll miss it much. Besides, 1 penny is a small price to pay for good luck!!!

Depends if you found it on heads or tails. Heads you'll have good luck. I don't figure it's stealing. I've seen lots of morons throw pennies down on the ground.
