Dear Truman,
Acceleration is the rate of change of velocity.
Given your Question this is just: Change of Velocity/Time
a = (v - u)/t

You have the original velocity u = 15 cm/yr
the final velocity v = 5 cm/yr
and the time t = 10 Myr

Substitute in gives the answer- which is negative.
I'll leave that for you to do.

This means a deceleration!
