That seems like a scam to me, usually the employer pays the fee.

Some employment placement services does require a fee. But, I never use a service that requires you to paid a fee. I am using a temporary service and I didn't have to paid anything.

At my company we use a temp service or an emplyment placement service. We go through a local agency that doesn't charge the employee anything. Some of our greatest employee's have originated from there. It's probably best to save your money and find one similar that won't charge you to place you in a work environment. They are out there.

There are sooooo many recruiting agencies that you DO NOT have to pay for, the employer pays the fee. Between recruiters and the internet you shouldn't have to pay for someone to find you a job.

I think that there are plenty of other agencies that don't charge which makes it seem as though pre-payment is not a good idea.
