If in a way you don't feel free, then it might be a sign that your subconscious is feeling trapped by the problems in your life... Maybe you have many problems that seem to put you against the wall (if you know what I mean)....
Other interpretation could be the exact opposite... You feel free and without any disturbances from the city.. Maybe you are on vacation or your life is going easy and flowing nice...

first off, in your dreams, are you feeling trapped by water or is it something like looking at the water from a boat, rock or something?
in my opinion, water represents emotions. emotions, just as water, are unpredictable - even like the air. perhaps you're feeling overwhelmed by your emotions - feeling trapped by them and constantly surrounded by them?
