I had a tubal ligation 2 years ago, but have some symptoms of pregnancy. Could I be pregnant?

You'd have to be pretty far along, to have colostrum leaking already. I was five or six months when my started. You should have had more symptoms than that by now. Sorry, I think you need to get a mammogram or something. You're probably not pregnant.

There is approximately a 1.4-2% chance of becoming pregnant after a tubal ligation.

There is always that chance. I'd surely go see a doctor and have a blood test done. Do you have other symptoms as well? False pregnancy's are not uncommon... are you wanting or wishing you could be pregnant? Sometimes the hormone changes can produce such things.
