first is there a hard disk drive in it?
a server is still a computer, just the usage is different,
the old computers where unable to boot from CD and had to be booted from floppy disks that way one could get the drivers and setup the cd rom

you could go to Microsoft.com and download the floppy boot disks and find out how you could install windows xp on it, but first you need to know how big the hard disk drive is

But you can get to the BIOS to the area where changing the boot order is at? Perhaps a password is set on the bios area. If so, you need to reset it. Look on the motherboard for a small battery and remove it for 10 seconds.

Does it have a hard drive installed? Is it connected? If not, get one and then install Windows or Linux and run through the install.

Many times, machines are resold without the OS installed and sometimes without a HD.

You could download and install a free OS, some flavor of Linux perhaps. You could turn it into a server.

Get to the CMOS settings... there you can change the boot order.

Failing that... do a minimum config. Then start throwing parts at it.

Could be your mo-bo is bad.
