Not really. If someone got pregnant while on their period, it wasn't because they were ovulating, it was just because the sperm happened to find the egg before it got flushed out. It's definitely possible to get pregnant when you are NOT ovulating, but that's typically the easiest time.
Nothing's impossible I guess, but you always start your period 14 days after ovulation. I know many women don't have regular 28 day cycles, but that would just mean that they have more, or less, days between the start of the period and ovulation. The time between ovulation and start of period is 14.

Technically, no, as what goes on in a period is flushing out the unfertilized egg along with the unnecessary built up uterine lining. You ovulate on, say, day 14-17 of your cycle, then the egg begins traveling down the fallopian tubes towards the uterus. If it gets intercepted and fertilized by a sperm on the way, you become pregnant, and it implants in your uterine wall. If not--your period starts, and it gets bled out.
I'm sure it's possible to conceive while spotting in-between periods--but I'm pretty sure you can't ovulate during your period.

Very much so possible. I know quite a few people who have ovulated and also gotten pregnant even though they were on their periods
