Technically yes it is cheating if you want the true meaning of the word, but in an open relationship it depends on what you and your husband determine is cheating.
If your husband is ok with it, then he probably wants to try a threesome or thinks that he will be able to have a threesome with you and this other woman.
Just a word of caution***when a husband or wife sees the other having sex with somebody else, things in the relationship sometimes changes. You may be really excited about having this other woman, and your husband may say that it is ok, but if he sees that you are enjoying yourself more with her than with him, he may feel inadequate and regret his decision to allow this. This may end the relationship with him telling everybody that you were sleeping around and they may not hear that he said it was ok.
You have to have a very strong relationship in order for no hurt feelings to happen and then there is no guarentee that there won't be.

"Cheating" is a term that society created to punish people that didn't meet it's norms and standards... BUT most every husband wants his wife to be with another hot woman at least at one time or another, SO.... that means society accepts it. Therefore, it's "Cheating" but it's the OK kind of cheating by society's standards.
In other words, if hubby is truly OK with it and you want to do it, society stands behind you on this one. Odd though that sounds.
Just remember the lessons of President Clinton versus President Kennedy... make sure she's hot or you'll regret it forever.

If by "be with another female" you mean having sex with another woman, it is cheating as you promised to be with your husband only. This is a sticky situation. Even if your husband participates too, it is still cheating.
Why not do some play acting with your husband? Maybe you can fantasize that he is your "female" lover and have him perform non-penetrating sexual acts on you. I had a woman in college who could climax by dry humping my posterior.

nothing agreed on is CHEATING it's called a open marriage when it's agreed on. CHEATING means one hides and lies about their actions. If there is no lie, no deceit, no hiding, it's not cheating.
