technically Joey.
Almost all ladder/chair shots work about the same, and even that particular move (jeff jumped on one end and the other came up like a see-saw) would have been fine if joey got his arms up like nitro.
Either he didnt get his arms up fast enough or low enough to take the brunt of the impact.

I realize that alot of people are saying it was Mercury's fault. But I don't think we would know for sure except if we were one of the wrestlers during the match.
It just looked like it was Mercury's fault. We can't be sure. Maybe there was miscommunication between the wrestlers or a timing problem which could be Jeff jumping too early and not giving enough time to the wrestlers to get prepared. Maybe, Matt was holding him back or something. There can be alot of theories, but no one can be sure unless they got it from the wrestlers themselves.

Murcury's face was too far in. He didn't react in time when Jeff hit the ladder.
It's something that happens all the time. Murcury was suppose to have his hands up. The ladder will hit his hands. His hands would hit his head apparently to knock him out.
But in reality if his hands were up it would have been a soften blow. His hands there would have saved this injury. He didn't react fast enough so it's Murcury's fault.
It makes a better storyline to have it Jeff's fault. Then people are pissed makes for better matches.

It was matt and Jeff hardy's fault, because matt was holding joey's head, while jeff hit the ladder. The ladder bounced and hit joey mercury right in the face. Then he started bleeding a lot. That incident was real though.

jeff hardy jumped on a ladder and it canipaulted on mercury's face so it basically was jeff's fault but it was an accident.

It was his fault, I don't think he's had to much exp. in ladder matches. U can't really blame dat on anyone it's just one of those things that happen.He's lucky it was'nt worse.

It really was an accident, but if you want to blame someone the fault was Mercury's. He knew the move was coming, he either had to be out of the way or cover himself with his arms. I
